热度攀升的国潮文化，充满“人间烟火气”的夏季夜市，激情四射的星空电音节……随着高铁开通，内蒙古自治区乌兰察布市跨入“首都1.5小时生活圈”，京津冀的游客纷至沓来，四海宾朋邂逅草原群脊，“避暑之都”乌兰察布的夏季旅游迅速升温。
察右前旗公安局以“旅途有警、平安相伴”为目标，立足辖区旅游旺季和景区治安特点，严格落实动态布警、巡逻管控、联合宣防、交通疏导和纾难解困等工作措施，强化社会面治安管理，全面防范化解安全风险隐患，用最硬核的守护，吹响夏季旅游“平安哨”。

空地联动：智慧警务让巡逻更高效

“我们整合了景区监控、无人机巡查和5G执法记录仪等前端设备，构建了立体化智能监控网络。”值班民警介绍道。在察右前旗公安局指挥大厅，大屏幕上实时显示着各景区的人流热力图，轻点鼠标就能调取任一景区的实时画面。同时，公安局紧盯警情案件高发、治安重点乱点区域，强化巡逻力度、密度和频度，确保 面上有应急、巡防有重点、防控有目标。
依托景区智巡与人巡相结合的方式，能够实现人员密集区域实时预警，联动附近警力快速处置。科技与人力的交融，让平安从“被动守护”变为“主动护航”。

宣防一体：民警“守夜”让游玩更放心

华灯初上， 景区的灯笼长廊流光溢彩、璀璨夺目。民警辅警正在执行当晚的夜巡勤务。“随着假期的到来，游客数量激增，民宿行业兴起，求助类警情逐渐增多，我们在人员聚集地巡逻的同时还会开展普法宣传。”执勤民警说。
入夏以来， 察右前旗公安局定期组织民警辅警对景区内商超、饭店、旅馆、民宿、公园等重要领域场所开展安全检查，真正将风险隐患消除在萌芽状态。同时将反诈宣传嵌入旅游活动，在大型赛事、活动现场设立宣防点，通过互动游戏、案例讲解等方式提升游客的防诈意识，让“平安旅游”理念深入人心。

疏堵保畅：柔性执法让旅游更贴心
“前方500米右转有停车场，请按指示牌行驶。”近日，察右前旗公安局交管大队民警正在“ 乌兰察布之夜 ”活动现场东门前疏导交通，他手中的数字对讲机与指挥中心联通，能实时获取最新路况信息。

针对景区附近车流、人流量大的情况，察右前旗公安局立足辖区实际，不断优化保障措施，抽调警力下沉一线，构建动态弹性交管模式，做实“主动警务”和“预防警务”，对景区及周边道路实行全方位、全天候巡逻防控和交通疏导。同时，组织民警辅警对旅游线路的堵点难点和突出风险加大排查整治，推行拥堵路段“微循环”、景区高峰期“大循环”措施，为游客创造平安、畅通、和谐的交通环境。

此外，针对旅游旺季交通拥堵问题，察右前旗公安局还建立了“一景区一方案”工作机制。在景区周边增设多块交通引导标识，增加规划临时停车位。“我们坚持教育与处罚相结合，对轻微交通违法以提醒教育为主。”旗公安局交管大队主要负责人介绍道，柔性执法赢得了游客的好评。

暖心服务：警民深情让游客更暖心
“手机里的文件对我来说太重要了，感谢你们帮我找回手机！”不久前，北京游客吴女士通过寄来的手写感谢信，对执勤民警帮助其找到遗失手机一事表示感谢。

“丢东西、和家人走散、游客身体不适等情况，每天都会发生。”执勤民警介绍。察右前旗公安将“乌兰察布之夜”热门景点划分为“警格”和“景格”，按照“1+2+N”的标准配备“景格”安保力量，设置“老中青”警力架构，形成警务工作“传帮带”。为了让游客玩得安心、舒心，察右前旗公安局还为游客提供旅游咨询、失物招领、紧急救助等服务，在警务室配备防暑降温、消防救援等物品。
今年以来，察右前旗公安机关共受理游客求助 300余次，找回走失人员23名。
